I had to change my speech that was drafted for me to address a major issue that is the kinkage between Trade and health. It means all pandemic and outbreaks we are facing. The decision is laid by level 3 status issued by the government of United States of America regarding Marburg Outbreak in Rwanda, I told them yesterday this decision is unfair , it is unacceptable especially for a country that is doing more than all of us including the U.S; let me reassure you, this decision is not evidence based. Let me also say we are tired. every time there is an outbreak we need to beg the world for vaccines, it is the case for mpox it is the case for Marburg. From today we need to start manufacturing all our medical infrastructure in Africa
