Mouna Osman Aden, Minister for Women and the Family in the Republic of Djibouti, has always distinguished herself in her perpetual fight to improve the status of women in Africa in general, through social mobilization and the implementation of programs and projects based on social protection. Her long-term objective is to ensure that States are better integrated into the dynamics of social progress. On May 5, 2019, she was appointed Minister of Social Affairs and Solidarity in a reshuffle by Djibouti’s Président Ismaïl Omar Guelleh.

A member of the African Peer Review Mechanism, Mouna Osman Aden is a leading figure in the field of social protection in Africa. Her role as Minister for Women and the Family in the Republic of Djibouti since 2016, demonstrates her commitment to improving the living conditions of women and families.

Mouna Osman Aden has always affirmed her leadership in working to eliminate gender discrimination. For greater access for women to political and administrative responsibilities, in 2021 for example, six out of 24 ministers in Djibouti were women. There were seven women parliamentarians in 2013 and 17 in 2018, and seven out of ten members of the Supreme Court were women.

Legal texts aimed at improving the situation of disabled and elderly people in society were among the African initiatives taken to promote social protection in 2017. Through legislation, Mouna Osman Aden has pushed through a national strategy for social protection between 2018 and 2022, based on a core of rights supported by the state, in line with the United Nations Sustainable Development Goals.

As a member of the Global Partnership for Universal Social Protection USP 2030, Mouna Osman Aden has always focused on the economic empowerment of women and the building of inclusive and equitable societies.
