Africa : Members of the African Parliamentary Union (APU) call for inclusive dialogue

From 21 to 22 May 2025, the Moroccan House of Representatives hosted the 83ᵉ session of the Executive Committee of the African Parliamentary Union (APU). The two-day meeting brought together parliamentary delegations from the Union’s 41 member countries to discuss the major issues of sovereignty, peace and sustainable development in Africa against a backdrop of renewed armed conflict in the Horn of Africa.

Over the course of the two-day meeting, the representatives of the 41 delegations from the member states of the African Parliamentary Union (APU) discussed a number of issues, including the examination of new memberships, the follow-up to previous decisions, the approval of the 2025 budget, and the validation of the annual action programme. In addition, taking into account the conflict in Sudan and the insecurity in the east of the DRC, the leaders of the body called for a collective and resolute parliamentary mobilisation to face these challenges, welcoming the role of the UPA as a privileged platform for dialogue and parliamentary diplomacy.

On the question of the implementation of the resolutions taken by the body, the experts believe that one of the main obstacles facing the UPA is the heterogeneity of political systems and democratic practices within the Member States. The diversity of socio-political contexts means that the standards and recommendations issued by the Union can sometimes struggle to be incorporated at national level, raising questions about their applicability and acceptance.

At the end of this work, which also led to the regional integration mechanisms supported by projects such as the Nigeria-Morocco gas pipeline, the Initiative for access to the Atlantic by the Sahel countries and the Atlantic African States Process, the deputies concluded that the 47th session of the Union Conference will be held at the end of 2025 in Kinshasa in the Democratic Republic of Congo.
