Comoros : Strengthening the security of sensitive data

In the Comoros, a new chapter is beginning in the management of biometric documents. After nearly twenty years of partnership with Semlex, the authorities have entrusted the production of passports and identity cards to the Dutch company GenKey. This strategic shift reflects a commitment to strengthening data security and the country’s digital sovereignty. Details in this article.

In the Comoros, a major strategic shift is taking place in the management of biometric documents. On April 1, 2026, during an official ceremony attended by several members of the government and the diplomatic corps, Comorian authorities reaffirmed their commitment to strengthening the country’s digital sovereignty by entrusting the production of passports and national identity cards to an international partner. For the Minister of the Interior, Mohamed Ahmed Assoumani, this change represents a key step towards better control of biometric data, with an emphasis on its security and the transfer of skills to national personnel.

“The government reaffirms its determination to protect the integrity of Comorian identity in an increasingly digital world, and to ensure the strengthening of the technical capacities of our agents through the transfer of technical skills to national personnel in the production of secure biometric documents.”

In concrete terms, the new documents incorporate cutting-edge technologies. The passport features a polycarbonate data page, considered tamper-proof, and color laser printing directly integrated into the document to prevent fraud.

“This project is much more than a technological project; it is a project serving citizens, fostering trust, and upholding the country’s sovereignty.”

MICHIEL LEOEFF, CEO of GenkeyNetherlands

For the Comorian authorities, the challenge is twofold: securing citizens’ identities in an increasingly digital environment while simultaneously improving the quality of public services. With this reform, the Comoros intends to take a decisive step forward, modernizing its administrative infrastructure while asserting its sovereignty over sensitive data.
