In Morocco, employment dynamics are experiencing a notable evolution in a context of accelerated implementation of public policies. Authorities are reviewing the results recorded in several key sectors of the national economy. This trend is part of a strategy aimed at strengthening the professional integration of young people and women. Prospects remain focused on the massive creation of job opportunities by 2026.
In a context of consolidation of the labor market in Morocco, marked by the creation of 850,000 jobs between 2021 and 2025 in non-agricultural sectors, authorities reviewed the implementation of the roadmap dedicated to the sector. Held in Rabat on April 10, 2026, under the chairmanship of Head of Government Aziz Akhannouch, the meeting highlighted a positive dynamic of job creation nationwide.
As for the program to provide employment for non-graduates, Morocco has understood that it should not limit itself to working only for those with professional qualifications, but rather that young people must be trained and integrated into the job market, particularly in the agricultural and tourism sectors, and why not in other fields such as industry.

Over this period, the annual average stands at 170,000 jobs, while the year 2025 recorded 233,000 new jobs, reinforcing the objective of exceeding one million jobs by the end of 2026. This growth is mainly driven by the agriculture and tourism sectors, which continue to support economic activity and hiring.
The other program complements what Morocco has already put in place to ensure employment and support the country’s economic growth, which must be driven by a skilled workforce capable of meeting the needs of the Moroccan labor market.

Authorities also highlight the role of small and medium-sized enterprises, supported by investment assistance mechanisms. In addition, the “Idmaj,” “Tahfiz,” and “Tadarouj” programs aim to promote the professional integration of young people and women, while improving vocational training.
