ZOOM  – ECOWAS REPORT :  USD 338.7 million to bring electricity to rural areas

To meet growing energy demand and address low electrification rates, ECOWAS is stepping up its efforts through the Regional Off-Grid Electricity Access Project (ROGEAP). This programme is being implemented in 19 countries and aims to bring electricity to people in rural areas by using off-grid solar systems to supplement existing grids.

To address the low electrification rate in West Africa—currently at 42% overall and a stark 8% in rural areas—ECOWAS has initiated the Regional Off-Grid Electricity Access Project (ROGEAP). This project, supported by the World Bank, the Clean Technology Fund, and the Netherlands with a total funding of $338.7 million, is designed to supplement national grid expansion initiatives by distributing standalone solar systems.

“ The ROGEAP project aims to complement national efforts. Countries generally prioritise the extension of the conventional energy grid, which often leaves aside the off-grid electrification segment. This is precisely where the ROGEAP project comes in: it encourages the private sector to provide solutions to deliver access to electricity to populations who do not have access through conventional means.“

ROGEAP seeks to improve access to electricity and to create a harmonised regional market for off-grid solar energy across 19 countries. To achieve this, the project works on the regulatory framework, organises training sessions and awareness campaigns, and directly supports the private sector through grants and technical assistance, ensuring sustainability and the emergence of local and affordable solutions for rural areas.

Beyond access to electricity, the ROGEAP project is a driver of rural socio-economic development. Off-grid solar systems improve living conditions (lighting, access to information, operation of essential services such as schools and health centres) and support local economic activities (trade, crafts, agricultural preservation). By providing sustainable energy solutions, the project reduces inequalities and strengthens regional energy inclusion.

The ROGEAP project responds to the surge in energy demand in West Africa. Electricity consumption within ECOWAS has increased from 15.3 GW in 2018 to 21.3 GW in 2022, with projections of 26.8 GW by 2025. It is essential to the energy transition, providing reliable access to electricity, reducing dependence on conventional grids and stimulating local innovation.
