Morocco : 580 million Euros Mobilised for Forests Strategy Modernisation

Morocco’s “Forests of Morocco 2020–2030” strategy, presented in Rabat on July 2, 2026, has entered an active modernisation phase, with 580 million Euros in funding already mobilised. Launched by King Mohammed VI, the roadmap aims to balance economic competitiveness with the sustainable use of natural resources through four major pillars. The National Agency for Water and Forests (ANEF) is now placing local communities at the heart of the programme through stronger participatory management and support for 200 forestry organisations. To implement this vision, 17 programmes are being rolled out, including the creation of 500 territorial facilitators and incentive measures for forest users. The environmental targets are ambitious, with plans to reforest 600,000 hectares and enhance the value of 120,000 hectares of productive plantations. The strategy also focuses on biodiversity protection, combating desertification, and promoting ecotourism across the Kingdom’s 10 national parks.

The “Forests of Morocco 2020–2030” strategy has reached a major new milestone in its modernisation process. Presented on July 2, 2026, in Rabat by the National Agency for Water and Forests (ANEF), the roadmap, launched in 2020 by King Mohammed VI, reaffirms its ambition to transform the forestry sector into a driver of competitiveness and sustainable development. To date, no less than €580 million have already been mobilised to support these structural reforms. Abderrahim Houmy, Director General of ANEF, highlights the strategic importance of this phase.

The implementation of this strategy represents a decisive step, as it is now enabling the sector to reach promising milestones, particularly in improving organisational efficiency, modernising forest systems, and preserving biodiversity. »

The success of the forestry strategy relies on a participatory approach that places local communities at the heart of natural heritage development. To achieve this, ANEF is rolling out 17 operational programmes, including the deployment of 500 territorial facilitators and support for 200 forestry organisations. The objective is to turn forest users into active partners through concrete incentive mechanisms. The strength of Morocco’s model is further confirmed by strong financial support from international partners, including the FAO.

Beyond the financial aspects, the environmental challenges are substantial. The programme plans to reforest 600,000 hectares and develop productive partnerships across 120,000 hectares. This momentum aims not only to preserve biodiversity and combat desertification, but also to create a genuine green economy through the ecotourism sector and the development of the Kingdom’s 10 national parks.
