A major figure in regional integration in the Caribbean, Dr. Carla Barnett has been the first woman to serve as Secretary-General of the Caribbean Community (CARICOM) since 2021. An economist by training and an experienced senior civil servant, she currently leads regional integration, economic cooperation and climate resilience policies in a region facing numerous structural challenges.
Appointed unanimously by CARICOM Heads of State and Government, Carla Barnett has emerged as a central figure in Caribbean governance. With more than 30 years of experience, she has held key positions within the region’s financial institutions, notably at the Central Bank of Belize and the Caribbean Development Bank. She has also served in ministerial positions in her country, contributing to public finance management and national economic strategy.

Beyond her institutional career, Dr. Carla Barnett actively advocates for gender equality and social development. A long-standing advocate for women’s rights, she considers equality an essential driver of economic and social stability. She also calls for stronger international partnerships, particularly with Africa, amid climate challenges and the economic vulnerabilities of island states.

Since taking the helm of CARICOM in 2021, Dr. Barnett has coordinated policies on regional integration, economic cooperation and climate resilience. She also oversees the Community’s efforts to address the region’s major challenges while promoting more open and inclusive diplomacy. Her tenure is part of a broader drive to strengthen the Caribbean’s position on the international stage.
