Morocco Africa – File : Nasser Bourita calls for a stronger response against non-state armed groups

At the UN, Morocco calls for a rethink of the fight against non-state armed groups. Foreign Minister Nasser Bourita warns of the weakening of international crisis-prevention mechanisms. The threat is growing, particularly in Africa and the Sahel.

Speaking before the UN General Assembly on September 22, 2026, Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, called for a review of international priorities in response to the changing nature of conflicts. He particularly warned about the rise of non-state armed groups and the difficulties faced by international institutions in preventing and managing crises. Minister Nasser Bourita also reiterated Rabat’s call for comprehensive reform of the UN, including the Security Council. According to him, such reform should adapt the Organization to current geopolitical shifts and ensure that Africa has a place commensurate with its weight and a greater role in international decision-making.

The role of non-state armed groups threatening the peace and security of states has increased significantly. In fact, these groups are now seeking to control maritime routes and strategic straits, thereby endangering freedom of navigation. They are also targeting the facilities of a number of countries.

The scale of the phenomenon is alarming: according to the UN, more than 200 million people live in areas controlled or contested by armed groups. In 2025, the International Committee of the Red Cross (ICRC) identified 383 armed groups of humanitarian concern across more than 60 countries, including more than 130 parties to armed conflicts. In Africa, the Sahel remains particularly affected, with nearly 9,826 deaths linked to violence by militant Islamist groups in 2025. These figures highlight the need to go beyond a military response by strengthening prevention, governance, border controls, and institutions.

These figures demonstrate the scale of the spread and proliferation of these groups in a world that has become less stable and less secure in recent years. Deterrent sanctions must be imposed on these groups and on those who support and finance them, or provide them with any form of assistance. They must be held accountable.

For Minister Nasser Bourita, this transformation of conflicts therefore requires an adaptation of the multilateral system. The response cannot be limited to military operations; it must also strengthen institutions, governance, and conflict prevention. This is particularly important for the Sahel and several African regions facing the long-term presence of armed groups.
