From healthcare to agriculture, AI is transforming the daily lives of African populations, but the absence of legal frameworks in nearly 70% of countries and the critical lack of infrastructure continue to hinder the emergence of Francophone digital sovereignty.
Africa stands at a decisive turning point in its technological history. Caught between development opportunities and the risks of dependence, the continent must navigate a digital revolution set to transform its economy. While artificial intelligence (AI) opens up new possibilities, it also raises major questions about digital sovereignty, regulation, and language.
The advent of digital technologies has rapidly transformed the global educational landscape. In Côte d’Ivoire, the Virtual University of Côte d’Ivoire, which focuses on distance learning, is at the heart of this revolution. The integration of artificial intelligence is no longer an option, but a strategic necessity.

From an economic perspective, the outlook is promising. Africa’s AI market could reach USD 16.5 billion by 2030 and contribute as much as USD 1 trillion to the continent’s GDP by 2035. However, this momentum is still being held back by an inadequate legal framework, with nearly 70% of African countries yet to adopt appropriate regulations. Digital sovereignty also remains fragile, with 70% of data center capacity concentrated in South Africa, while local languages remain largely underrepresented in AI models.
AI is not a story that began in 2022; it actually started in universities. Since the 1940s and 1950s, people were already talking about artificial intelligence. It was being discussed in academic circles. At that level, they were talking about all the techniques that could be used to solve complex problems.

Beyond these challenges, AI is already making its way into several key sectors. In agriculture, it can help improve productivity through soil and climate data analysis. In healthcare, it facilitates and speeds up certain diagnoses. In education, it enables learning pathways to be personalized, while digital technologies and AI could generate millions of jobs in sub-Saharan Africa by 2030. In response to this transformation, the International Organization of La Francophonie held its first Forum on Digital Governance in Geneva. One key challenge is emerging: to strengthen its sovereignty, Africa must move from being a mere user to becoming a true driver of digital innovation.
