Faced with intensifying climate risks, Africa is seeking to strengthen its capacity to anticipate disasters. In Addis Ababa, Ethiopia, governments, scientists and partners are meeting from September 2 to 4, 2026, for the African Early Warning Forum, with the aim of better protecting populations before disasters strike.
Although Africa accounts for less than 4% of global greenhouse gas emissions, it is among the regions most exposed to climate change. Of the continent’s 54 countries, 17 are among the 20 most vulnerable countries in the world. Floods, droughts and storms are particularly affecting already vulnerable populations, especially in conflict-affected areas.

Early warning systems are therefore becoming an essential tool for protecting communities. According to the World Meteorological Organization, disasters killed 3,000 people and directly affected 13 million people in Africa in 2025. They also triggered 7.8 million internal displacements and worsened food insecurity.
“Early Warnings for All” aims to ensure that every person is protected by a multi-hazard early warning system by 2027. However, gaps remain in forecasting, coordination, communication and sustainable financing.

In Addis Ababa, the African Forum aims to accelerate these efforts. In 2026, 26 countries have multi-hazard early warning systems, compared with just 10 in 2015. However, only 40% of African countries have operational systems, while economic losses from disasters have reached $2.9 billion. In response to these challenges, the continent is relying on financing, partnerships and innovation to build long-term climate resilience.
