Reforming the United Nations to better respond to global crises and African realities. Speaking at the UN, Togo calls for a more inclusive form of multilateralism, based on state sovereignty, conflict prevention and greater African participation in international decision-making.
With Africa accounting for nearly 40 per cent of the world’s armed conflicts, according to the International Committee of the Red Cross, the continent is facing a major humanitarian crisis. Speaking at the UN on September 25 2026, Togo’s Minister for Foreign Affairs, Robert Dussey, called for a strengthening of multilateralism, dialogue and conflict prevention. For Togo, no lasting solution can be imposed from outside: African realities must be heard and the continent’s efforts given greater support.
Sustainable security cannot be reduced to its military dimension alone. It requires addressing the factors that cause vulnerability and prioritising dialogue, prevention and mediation. We are convinced that no lasting solution can be imposed from outside without paying close attention to local and sovereign realities. Africa is not asking for others to act on its behalf; it is asking for its efforts to be recognised, supported and backed up.

Peace-building also requires reform of global governance. Togo advocates for Africa to be more closely involved in international decision-making and for a more representative United Nations. This approach places trust, state sovereignty and the peaceful settlement of disputes at the heart of multilateralism.
We need even more multilateralism: a UN that is stronger in upholding its principles, more effective in preventing and peacefully resolving disputes, more representative in its decision-making structures, and more in touch with the realities faced by peoples. The world needs a United Nations that strengthens and restores trust.

Beyond institutional reforms, Togo is calling for international commitments to be translated into concrete actions that benefit the people. For the African continent, which faces conflicts and humanitarian crises, the challenge is to strengthen prevention, mediation and international cooperation, whilst ensuring its voice is heard more clearly in global decision-making bodies.
