DR Congo – Police workforce : $232 million in annual losses linked to ghost personnel records

An audit of the Congolese National Police (PNC) has identified 63,817 priority personnel records, including suspected ghost officers and staff with administrative irregularities. According to the government, these anomalies could result in annual losses of between $99.8 million and $232 million. Authorities plan to speed up the physical and biometric verification of police personnel to strengthen governance and streamline the police payroll.
