In a report published on 11 June 2026, the United Nations Group of Experts accused the AFC/M23 of being the main perpetrator of violations of international humanitarian law in eastern the Democratic Republic of the Congo, citing executions, village destructions, humanitarian blockades and sexual violence at levels unprecedented since 2024. The report also identified the Armed Forces of the Democratic Republic of the Congo (FARDC) as the main state actor involved in these violations.
