Former Liberian Vice President Jewel Howard-Taylor, who had been detained since August, has been released and placed under house arrest on “humanitarian” grounds. Subject to strict conditions, she must surrender her travel documents to the authorities and may leave her home only with judicial authorization or for medical reasons.
