Mozambique: Provisions of the Telecommunications Regulations Ruled Unconstitutional

Mozambique’s Constitutional Council has declared several provisions of the telecommunications traffic control regulations unconstitutional, ruling that the government exceeded its powers by imposing restrictions on fundamental rights through a decree. The decision invalidates measures allowing the blocking of telecommunications services and the monitoring of communications without a legal basis approved by Parliament.
