Oil Days 2025: Dubai to host event on optimizing African oil contracts

From May 28 to 31, 2025, Dubai will host the third edition of Oil Days, a key event for the future of African oil resources. This strategic meeting will focus on optimizing production sharing contracts (PSCs) and their monitoring, with the aim of strengthening the economic benefits for the continent.

With crude oil reserves estimated at over 125 billion barrels and a production of 6.40 million barrels per day, according to the International Energy Agency, Africa remains faced with significant challenges in negotiating and monitoring oil contracts, which are often unbalanced and poorly managed. To improve negotiation practices and the management of oil contracts on the continent, the 3rd edition of Oil Days, scheduled for May 28 to 31 in Dubai, will take place under the theme: « Negotiation and Monitoring of Production Sharing Contracts (PSCs).

The PSCs, as I mentioned earlier, are essential legal tools to maximize benefits. It is crucial that these contracts undergo thorough negotiations upstream. And what do these negotiations rely on ? On a deep understanding of the contract, comprehension of the available mechanisms and levers, as well as the application of best practices, to ensure effective and optimal implementation of these contracts.

In 2024, African oil represented 6.26% of the global market, a ratio that illustrates its marginal status. According to many experts, this low production is explained by the decline of many oil fields that have been exploited for several decades, low investments in the exploration and exploitation of new oil deposits on the continent, and poor negotiation of production sharing contracts (PSCs). Oil Days 2025 will focus on optimizing these contracts to maximize economic benefits and promote efficient management of African oil resources.

Production Sharing Contracts (PSCs) are essential legal instruments governing the exploitation of hydrocarbons. These contracts, which vary depending on the specifics of each country, must be negotiated and implemented with a thorough understanding of local issues. To effectively address the challenges related to these contracts, it is crucial that Africans, who are well-acquainted with the ecosystem and issues of the continent, are directly involved in their design and management.

The third edition of Oil Days 2025, following the success of the 2024 edition which gathered over 110 African participants, will mark a turning point in rethinking negotiation and monitoring strategies for oil contracts. This event will be a key platform for sharing best practices and defining solutions to optimize the management of the continent’s oil resources.
