Cameroon : Memorandum of Understanding on the Fight Against Social Fraud Signed Between NSIF and DGSN

This is a first in the history of social protection in Cameroon. The National Social Insurance Fund (NSIF) and the General Delegation for National Security (DGSN) are joining forces through a memorandum of understanding signed on October 29, 2025. Objective: to combat social misconduct, secure public resources, and ensure the protection of workers.

In Cameroon, the fight against fraud and social misconduct has reached a new milestone. On October 29, 2025, the National Social Insurance Fund (NSIF) and the General Delegation for National Security (DGSN) formalized a historic memorandum of understanding, marking a major step forward in modernizing the country’s social governance. Through this partnership, the NSIF and the DGSN commit to strengthening their collaboration to protect workers’ rights, ensure the traceability of social contributions, and effectively combat all forms of fraud or social evasion.

“What we’ve signed today is aiming at protecting more our workers’. Because we have seen that Many employers don’t pay their social contributions, and they travel abroad and go back , when they are strangers they go back to their countries without paying their social contributions  and now they will not be able to travel if they have not paid their social contribution because  they will ask them the proof that they have paid and if not they will not be allowed to travel anymore. So the police is helping us to protect more the rights of the rights of our workers in cameroon”

According to the legal provisions in force, all public administrations are required to share their information with the NSIF. This requirement aims to provide the social security institution with effective tools to identify and locate those subject to its system, as well as to optimize the collection of contributions used to finance social benefits.

By joining their efforts, the NSIF and the DGSN aim to establish a culture of social responsibility, modernize control mechanisms, and ensure a fairer redistribution of resources. This commitment reflects the Cameroonian government’s determination to build a more responsible, transparent, and equitable social protection system.
