Profile : Nasser Bourita, a Success Story in Diplomacy

Discreet, methodical, and firmly focused on international influence, Nasser Bourita has emerged as one of the main architects of Morocco’s global standing since taking the helm of Moroccan diplomacy. Backed by the vision of King Mohammed VI, he leads an assertive diplomatic strategy built on African partnerships, regional mediation, and the Kingdom’s geopolitical repositioning. This is the portrait of a man of policy files who has become a key figure in diplomatic balances across Africa and beyond.

A career diplomat, Nasser Bourita has become one of the leading faces of Morocco’s foreign policy. Since 2017, he has embodied an outward-looking and proactive Moroccan diplomacy aimed at Africa and major world powers. On the international stage, he is regarded as one of the architects of the normalization of relations between Morocco and Israel in 2020, an agreement accompanied by U.S. recognition of Moroccan sovereignty over the Sahara.

“Africa cannot remain merely the subject of conferences. Africa must be an actor. In the multilateral system, many documents are adopted and many instruments agreed upon, but often they are the result of balances between major powers, while Africa is only invited to stand by and applaud. The royal message insists that Africa must be at the heart of implementing the Marrakech Compact.”

At the core of Moroccan diplomacy, the Sahara issue remains a strategic priority. To carry this sensitive matter onto the international stage, Morocco relies heavily on its foreign minister. For several years, Bourita has consistently defended Morocco’s 2007 autonomy plan as the “most realistic” political solution to resolve this regional dispute, while safeguarding national sovereignty. He promotes an approach based on “active solidarity,” aimed at shaping a new Africa. This major diplomatic progress has repositioned Rabat within geopolitical balances.

“Morocco has always been a demanding partner when it comes to its expectations. But Morocco has also always been a loyal and reliable partner when it comes to fulfilling its commitments toward its partners. And that will always remain the case.”

Often associated with defending the Moroccan Sahara issue, his diplomacy extends to several other strategic fronts, including migration, which shapes Morocco’s foreign policy agenda. Through diplomatic activism, multiplying alliances, and pursuing political solutions, Bourita has established himself as one of the principal architects of Morocco’s international strategy.

“Multilateralism is another name for peace; negotiation is the only tool that allows disputes to be resolved peacefully. The Kingdom of Morocco deeply believes in the virtues of negotiation and the multilateral system. The history of my country, its geography, and the decisive choices made by His Majesty King Mohammed VI, particularly in foreign policy, illustrate Morocco’s vocation and its relationship with its regional and international environment.”
