ECOWAS COUNTRY REPORT  – Togo : Active diplomacy and crisis mediation

A discreet yet influential player, Togo is making its mark within the Economic Community of West African States through active diplomacy and a central role in crisis mediation. With moderate economic clout and growing political influence, the country is relying on dialogue to exert its influence on the sub-regional balance of power.

Within the Economic Community of West African States, Togo asserts itself as a discreet yet strategic actor. Despite its limited economic and demographic weight, the country occupies a central position in sub-regional trade, notably thanks to the Port of Lomé, a true logistical hub serving landlocked countries that account for more than 90% of transit traffic, particularly Burkina Faso, Niger, and Mali, with over 30 million tonnes of traffic per year. This situation gives it a significant role in the dynamics of regional integration.

We must therefore give ourselves the means to finance our own security without compromising our macroeconomic stability or further burdening already unsustainable debt conditions.”

Beyond the economy, Togo stands out especially in diplomacy. Lomé has gradually become a space for dialogue and mediation in West Africa, a region facing recurrent political and security crises. The country favours an approach based on consultation, thereby strengthening its role within ECOWAS mechanisms for conflict prevention and management.

This influence largely relies on the commitment of President Faure Gnassingbé, who is regularly called upon for good office missions. From Guinea-Bissau to tensions between ECOWAS and the Alliance of Sahel States, the Togolese head of state demonstrates active diplomacy focused on negotiation and seeking compromise, thus maintaining dialogue between sometimes opposing actors.

In a regional context marked by instability and political transitions, Togo emerges as an indispensable facilitator and it manages to influence regional balances through its diplomacy.
