File – Morocco : A hub for intra-African investment

Morocco, a pivotal force in African and global politics, economics, and culture, continues to strengthen its dedication to promoting cooperation among African nations. This commitment was recently underscored in Casablanca by Morocco’s support for the Central African Republic’s national development plan, which successfully secured $9 billion in funding for infrastructure projects.

For more than a decade, Morocco has established itself as a major player in intra-African cooperation, reflecting the Kingdom’s firm commitment to supporting the process of economic, social and institutional convergence among sister nations across the continent. The hosting in Morocco of institutional events such as the round table in Casablanca dedicated to financing the Central African Republic’s 2024–2028 National Plan also marks a significant evolution in the Kingdom’s African policy, illustrating its transition from a bilateral partner to a genuine financial and institutional hub for the continent.

The outcome of the meeting was nearly 9 billion dollars mobilised to finance major development projects, notably reducing the poverty rate from 68% to 62% and increasing access to electricity from 17% to 40% by 2028 in the Central African Republic. This momentum is being driven by a financial ecosystem comprising more than 220 multilateral institutions.

Morocco is therefore positioning itself as a strategic platform linking international investors with African economies. In the Central African Republic, this is reflected in a National Development Plan estimated at 7 trillion CFA francs, equivalent to around 10 billion euros.

Not only in terms of analyses and data ahead of this round table, but also through the establishment of high-quality and strategic projects. All of this has been the subject of meticulous work. We sincerely hope that with this significant amount of funding, we will now get to work, and you will simply see the results, because we have clear objectives to achieve.”

Cooperation between the two countries also extends to institutional reforms, with a judicial agreement signed in 2026 in Rabat aimed at establishing a structured institutional framework for the exchange of expertise, the governance of judicial services in line with international standards, capacity building, and the improvement of the business climate in the Central African Republic.

“ Among the reforms undertaken are major legal and institutional reforms. On the legal front, these include the introduction of several essential instruments, beginning with the Commercial Code as well as various sectoral codes adopted by the country, notably the Electricity Code, the Mining Code, and other legislative texts relating, among others, to the agricultural sector. In addition, there is also the law on public-private partnerships, a particularly important mechanism for investors expected to operate in our country.”

By structuring financing and partnerships across several sectors, particularly infrastructure, energy and agriculture, Morocco is establishing itself as a catalyst for economic development in Africa
